This is what they don't understand. They think these techs are competitive and practical. The whole green energy movement is based on extreme ignorance.

The fuel costs are $0, it's the capital costs that are eating your lunch. If you are to build a billion dollar coal plant those capital costs are included in the electricity you buy, the longer it runs the cheaper the electricity gets. Same thing applies to anything else and the capital investment in solar and wind is so high that when you consider the cost over the lifespan it's higher that fossil fuel.

You can expect laws like this to be going into place everywhere, those using net metering without any fees are getting a free ride on the backs of the ratepayers. There is infrastructure costs involved with being connected to the grid and if you want to use the grid then you need to help pay for it. You can always opt out of these fees by using much more expensive batteries for storage.....
