There's about 70K of square mile of land in North Dakota with maybe 2.4% being water they can find somewhere else to build the pipeline, which in a whole still believe is a terrible idea.
Found some info about the Lakota people.

Who was there before the Lakota? Who did THEY "steal" the land from?
When asked who built the Medicine Wheel in Wyoming, the most common answer is "Those who came before."
What happened to them? Were they assimilated into the tribes we know of today, or were they destroyed? If they were assimilated, was it peacefully, or was it by kidnapping and slavery?
Much has been written about the beautiful culture of the Noble Savage, but when you really study it, it isn't really all that beautiful. In fact, it is no better, and sometimes worse, than the White "culture"!
The pipeline will be completed (it is nearly done, only a small portion needs to be completed). Those who are breaking the law will quite likely be arrested, eventually, or they will be removed by force, if necessary, for their own protection, to keep them from freezing to death.
Personally, I say leave them alone and let them freeze. THEY chose to be there, THEY must accept the consequences of their actions.
