It won't change, as long as not giving them as much money as they want, is considered, anti-military or anti-american.
BOth parties (and all those in those parties) will roll over, just to prove that they support the military.

In the same breath, that he claims the military is a disaster, Trump constantly touts, his plan for boosting defense spending.........

$6 trillion in accounting mistakes? Hmmm....

There are only $3.318 trillion in circulation (as measured by M1, money supply).

The problem with govt budgets there are way too many hands in the soup, and they have time frames. So the appropriate say $100 and give you until sat to spend it, if your item is not in stock - they move that money. Then if the item never comes in, they cancel the request. But the money had moved / so now it's missing. It's a cat and mouse game because they themselves can't say ok if sears do not have it/ just go to JCPenney . Or we'll gonna cost $100 for a tire, get 3 estimates , by then it's the end of the budget year and a new one not been signed. Eventually the money trail will show where it went and prob not a tire, but for a ladder.

Government budgets also play with the numbers inbound.

When multiple agencies conduct a joint investigation that results in a conviction and a fine, each agency claims credit for the fine. A $10 million fine reported by four different agencies winds up being reported as $40 million inbound.

Of course, they're off by $30 million, but no one seems to notice.

...and they do this so they can spend money they do not have!

It's fraudulent accounting and any of us would go to jail for doing it. Hell, any of us would go to jail for all the sht these politicians get away with.
