It probably would not have made any difference in 2000 either way. Clinton signed the Iraq Liberation Act in 1997 or 1998 which authorized all means to take out Saddam Hussein. As we've seen in other countries, the US would go on to use proxy forces to wage war. There were reports in early 2002 of US special ops forces in Iraq gauging local interest in staging a revolt as a precursor to US air support as in Libya. Both the Kurds and Shiites rejected the plan unless the US took out the Iraqi military first.
