Back last century, a group of other military retirees and I set up a youth group called the All-American Youth Academy that looked a lot like that. We taught citizenship, mainly, but also wore uniforms and participated in local parades, assisted the VFW and American Legion, et cetera.
Our membership was girls and boys between 10 and 18. Originally, the membership was mostly white kids of lower economic groups (I tried in vain to get more black youth involved). But something interesting happened right after the Iraq Invasion: The demographics changed so that by 2005, nearly all the kids were Latino.
I had to think of that a minute before I realized: We were teaching kids how to be good Americans...and Latino parents had latched onto it.
