Because most businesses just want to stay in business. In today's sue happy society and everybody and his or her dog is on social media network, a business can easily be ruined by comment like this
Terminate this manager and officially apologize. I'm an army mom and I will ensure no one I know and no other military family will ever eat at a chilies again!

Veterans don't have any sort of military ID unless they are on active duty, retired, in the reserves or disabled. He offered his DD214 (proof of service) to the manager and that should have been sufficient.
They let me keep mine after I was honorably dc'd after two years. I could use it to get on base and the the PX, which is useless since I don't live near a base.
He carries his dd214 around which is odd, i think i lost mine in a move years ago.

In the end the manager should be fired as he was not working in the best interest of the company as a whole.
Was it really worth whatever the meal cost to cause a ruckus that most likely would end badly for the business?
Real poor decision making abilities for someone in management.
And yet the older veteran didn't approach him and state that there was something wrong with his clothing.
He did ultimately complain that no "real veteran would wear his hat indoors" but all that was said directly to this man concerned his skin color.
Bull! I served in the Regular Navy. I served in the Regular Army, and went to Vietnam with the 25th Division.
I served in the National Guard, the Army Reserve, and in the Navy Reserve until I retired.
Now that I AM retired, there is no rule or regulation that says I can not or should not wear my ball cap indoors! In fact, I do so frequently. If it is on my head I can not walk off and forget it. (yes, that has happened!) There is no doubt that I am a veteran. If nothing else, my USN(RET) ID card says so!
I'm sure the issue started with his clothing. There are tons of fake veterans out there. It is nice Chili's and other places give these "thank you" meals but let's be real, they do it to get positive publicity and warm fuzzy feelings towards their establishment. When these type of ugly encounters hit social media it backfires and accomplishes the exact opposite, which will end up in less and less places doing this. My husband is a retired combat veteran, he would never dream of creating this type of scene. They ask every person who requests the free meal for proof.
By the way, I don't doubt for a minute what we saw taped was a result of events not recorded that took place prior. And, if I had to venture to guess what happened, the "service dog" was not behaving as a service dog should, which is why they packed up his free meal. But, rest assured, the manager will probably be fired.
He was getting a to-go order. He wasn't eating in.
The events seems to have resulted from the older white male in a Trump shirt (customer) who quizzed the vet about his service; based on the answers he got, he told the mgr the guy wasn't a vet. He was a vet, and produced his military ID to prove it.
If the vet had started the incident, Chili's would have mentioned it in its public apology.
