Yes, Nixon was not charged with anything when he was pardoned. However in order to accept the pardon, she has to admit her guilt.

Clinton doesn't have to accept anything he can do it without even consulting her. He can pardon her for any crimes she may have committed up until that point in time the power of pardon is such that doesn't have to spell out a crime she may have committed.

Personally, I think it's unlikely he'll pardon Snowden. If he wanted to, I feel as though he already would have. Doomsday scenario, he would maybe do so if he thought it would damage Trump's presidency, and that's assuming that it would and he wants that, which I don't think he would and I don't think he really wants to.

I have no problem with this. Plus it looks awful going after a political opponent with criminal charges. I'd prefer Trump make Chris Christie IRS Commissioner and sic him on Geoge Soros.
