Trump continues to hear voices in his head telling him that “he’s” not the problem and that someone “other” then him is responsible. Then he tweets the BS to the world and they are left with the feeling that he’s a nutcase turned loose to run this country.
Obama and those involved several years ago, made decisions based on facts that they knew at the time. There was no crystal ball to view what would happen later; and there was no tweeting to criticizing former G.W. Bush, Cheney and Rumsfeld for starting the entire Middle East problems.

Overall, I would say he needs to stop saying and doing things just to get a reaction from his base. I would say he needs to think about his actions before going through with them. Consult with people who actually have experience and know what they're doing so that he can understand the implications and consequences of what he's doing.
If he weren't so prone to posturing and grandstanding for the sake of attention, he wouldn't have to go back on his words and contradict himself so much.
