This is at least the first time I've seen any mention of policy concern regarding poor people in rich countries:

Special policy attention would be needed in those low-income countries where a high fraction of the population is underweight, and possibly for low-income segments within countries.

Well, this will hit those who have the hardest time affording food to begin with the hardest. Those who are rich and indulge already will still do as they will. So I guess it may have an affect, but the haves will continue to have.

These sorts of things get proposed all the time. They never go anywhere. These stories get pushed for no other reason to keep people at each other.

I would agree with you if this were in, say, the 'Guardian'; but, this is a peer-reviewed paper in 'Nature'.
