Funny thing is when you look at a county election map you'll see that about half of California's counties voted for Trump, what happens when they decide not to leave the union? you gonna roll troops in and force them? What happens when the Feds decide to send in troops to protect them? You want to break away from the union, but how about if half your counties decide to break up the state? You OK with that?
You may need to rethink your grand plans.

The state legislature can redraw county boundaries and so theoretically all of the sparcely populated red counties could be merged with heavily populated blue counties. The Bay Area( Pop 9 million) could be merged into a single county with Far NorCal( Pop 2 million)
Sacramento County could absorb all the Sierra counties.

And what type of trade deals are those "100 fortune 500 companies" going to get when they try to import their goods into the largest consumer market in the world (USA)? How many of them will actually stay in the country of California and not uproot to move to another nation?

Are you planning to do this gerrymandering before the vote? Because it won't pass state and maybe fed constitutional muster. Until you succeed your still bound by the fed and state constitutions.
Doing it after would be to late, the counties your planning to break up will have already asked for fed protection. Is the new country of Kalifornia going to fight the feds aka civil war part 2. I don't think that will turn out to well for you.
fact is you will never get the whole state to leave only the heavily liberal (welfare dependent) counties.
What does that do to your budget figures?
Oh and don't forget that cali isn't going anywhere without paying there portion of the national debt.

It will NEVER happen!
Many of Cali's Fortune 500 companies will leave for the USA. As far as Cali's military, well they won't have one other than a small national guard. They will be protected by the USA for a multi-billion dollar "fee".
Then the courts will knock it down just like they have with many other CA initiatives. That's the thing with CA, voters can pass anything but the courts? Well, that's a whole different story. Good luck getting past those judges...

6 months to a year from now this conversation will have evaporated to be replaced with some other perceived slight causing a new temper tantrum and stomping of feet/teeth gnashing.
That's how it is with Kalifornia, some noisy petulant children always with something to cry and whine about as the other 3/4 or more of the state goes about their daily activities and working their arse off to feed their families all the while shaking their heads and rolling their eyes at those whiny babies and wondering when they'll either grow the hell up or move somewhere else taking their blood sucking leaders like Jerry Brown with them...
