It's congress that would have to appoint a special prosecutor.

You're no doubt too young to recall the s.p's appointed in the 90s to go after Bill Clinton. It wasn't the AG and it wasn't the prez who appointed Ken Starr. And after all that investigating and all those millions of taxpayer dollars, Starr got...

...nothing.

But karma demands its price.

Starr was ousted as president of Baylor Univ this year after his own involvement in a sex scandal.

Funny how these things even out over time.
