European union to clamp down on welfare benefits- more restrictive than US (drug, permit)

Revised social security and welfare benefits will be modified to permit countries to require immigrants to work first before getting benefits and can permit countries to only allow payments to those that worked in that country.

So someone cannot work at xyz country and then flee to another country that pays better benefits ( within the EU). Amazing concepts. How about a simple drug test if you're on the public dole?
