Taking full time jobs and splitting them in to multiple part time jobs is not something I would be proud of.

There are 6 million unfilled jobs. Most of the unemployed or underemployed Americans don't have the skills that those available jobs require. Even those who previously worked in manufacturing, do not have the qualities needed to fill the jobs in the modern automated manufacturing process.
Like manufacturing, the handful of remaining mining jobs, will, in the very near future be replaced by drones, robots and the technicians needed to run them. It won't be the government that puts miners out of work, it will be technology.
People who are not in the labor force, in those charts (participation rates) include 38+ million people who are retired, 16.3 million people were ill or had a disability, and 16.0 million were attending school.
There are always 4-6 million unfilled. That is not a factor. Subtract 2010 jobs from 2016 jobs = 6.3 million jobs.
