Every president has found that getting their agenda in place requires a good deal of compromise, Obama found out in 2008 that it's complicated. Trump is about to find out the same and although Obama came into a bad situation the divisiveness of this government is far worse than it was 8 years ago, if one party came up with a cure for cancer the other side would reject it.

One aspect of Trump's agenda involves no internal criticism apparently -- and any business that does not permit a free exchange of ideas to reveal weaknesses and plan improvements is likely not going to succeed:

The many vacancies are concerning. It may indicate his inexperience &/or incompetence. It's even more concerning when viewed as part of Mr. Bannon's harebrained scheme to creatively destroy government in order to remake it in his own image.

Well, the admin created two more positions that were filled when the powers that be fired Carson's second in command and Deare, who Flynn brought in as senior advisor in NSA from a different, admin NSA post.
All done out of fear of criticism past and present...
No wonder Harward ran like a spooked deer...

This admin is just so self-destructive...
And one thing about people who ARE self-destructive...they rarely, rarely admit any problems are their fault.
So good luck as to fixing these issues as time passes...

You have a 70 yr old emotional child running the most powerful Govt in the world, egged on by insiders who lack the skills and, frankly, the desire to offer effective criticism, temper his reactionary behavior.
They want to enact an agenda along specific lines that don't seem tied to democratic and moderate social values.
They do want repression of women's rights, minorities' rights, environmental protections, health care for lower and middle income groups, and social service programs like SS, Medicare, Medicaid...
And they are going after that agenda with conspicuous speed and little finesse...

Personally still uncertain.

Although at this point, it seems like an 'Anything Goes' sortof philosophy.

Mr. Trump, his administration & supporters make use of any trick – rational, irrational, rhetorical, nonsensical, sophistical, ridiculous, ribald & so on ... ad infinitum ad absurdum ad nauseum – i.e. 'Anything Goes' in order to advance their cause.
