The decisions concerning when to limit wood burning stove use are made locally. Personally, if my neighbor's wood stove was puking out sparks and polluting my air, they'd rather deal with EPA over it than me any day.

Alaska's a big state. Most of it has very little restrictions on how you can use private property, including burning green wood. Those who wish to do so have the option of moving to a place where their pollution will only affect themselves.

ETA the situation in FBs and NP is extreme; the scent of wood smoke in the air is something I find pleasant in my own neighborhood.
