If it wasn't doing anything, then it was a waste of money. Replace it with one that does what its supposed to. Trump could replace half of the federal government as a start.

So they're renaming a somewhat redundant office, and placing it under a different authority? I hate "journalistic" headlines these days. If you read through, there were concerns about the House Ethics Committee being too soft, but also concerns about the OCE not respecting due process. As much as I dislike politicians, they should still be subject to the same rules and protections when it comes to prosecution.
BTW, I find the OP ironic because he\she defended Hillary with the most absurd posts, and continued to make the absurd posts no matter how many times he/she was corrected.

Yes, like Elizabeth Warren stated, do we have too much ethics oversight in Washington. This independent office was created back in 2008, the new rules have the committee reporting to the congressmen and they can't disclose to law enforcement. This was a reaction to Abramoff, Foley and Jefferson being indicted, it didn't solve that problem but it did have some value.
Besides, why would you want to start the new congress off with this one, don't they have more important issues to deal with and what exactly was the problem with this committee. Ryan was against this so I have to wonder if he will remain as house leader.
This is not a good start for the GOP, particularly with their catchy slogan "Drain the Swamp".
Party is irrelevant. When has the govt successfully policed itself? Ethics have no place in an all powerful criminal organization.
