People aren't "going" anywhere.
They are shopping from home, the office or wherever they have internet access.
As was noted earlier, Macy's CEO acknowledged that their online sales were good this season.

People simply aren't shopping in stores.

It's a joke to blame Macy's problems on the government. Since the beginning of time retail always follows the same trajectory: a period of hot growth and expansion as the new stores are the latest trend; followed by a long plateau as the franchise is built out; followed by a decline in sales and store closures as the brand is viewed as "tired," "old school," "only Grandma shops there."

Same as Sears, Woolworth, Gemco, Circuit City, Western Auto, Radio Shack.... I give Walmart 20 years before it too becomes a tired brand with declining sales.

Macy's said their online sales are good. More people are buying online at various retailers. Many stores like Walmart, Home Depot, Target, Macy's realized that they needed to compete with Amazon so they have ramped up their online sales technology. Walmart recently bought Jet. Walmart has rolled out a service where you order online and pickup in stores.

I just bought some clothes at REI, Whole Earth Provisions and Nordstrom Rack, not everybody has those stores though. I buy online too.
