Do we still own the Internet? I know we invented it and we're in control of the main DNS controllers and such, though I think Obama signed some of our ownership away. Anyway, we could simply remove their access to the Internet for a period of time. If they don't like it? Behave, or build your own network.

Thing is, the vast majority of servers people think of as the Internet are NOT in the United States. And even the ones that are controlled by US companies (assuming you could get those companies to shut down all servers, which is not even close to guaranteed) are mostly important to Americans.

E'ven if the U.S. could manage to disconnect all major connections to the world, a single 1200Baud dialup PPP connection would reestablish the the entire internet connection. It wouldn't be fast, and would take time to rebuild the routing tables, but all connections could be made again.
