Being registered in two states isn't necessarily a violation, attempting to vote, or actually voting, in both is.
As a note, some states, Maryland being one, make it nearly impossible to remove someone from the voting roles even if the Board of Elections knows they've moved or even died. A notice of removal has to be sent through regular mail. If there's no response then a certified, return receipt notice has to be sent. If that comes back or there's no response then another certified letter has to be sent.
That's one reason I have no real problem with voter ID because someone, and it's been done locally, can access the voter roles and match names of movers with no response and attempt to vote under that name.

The OP didn't read the article all the way through. It isn't illegal to be registered in two different states. This happens for a bit when people move. From the sound of things something like this happened with Bannon and they aren't telling the whole story. It is illegal to vote in two different states and Bannon did not do this.

There are such people, and not illegal. However such 'double registration' has been offered as one form of "voter fraud", although double registration does not mean the person voted multiple times.
