So it is your position that any person working a government job (paid for by you and me) should be retained regardless if they are actually providing a benefit to the US citizen?
As to the OP, I can't answer the question because it would require an extensive review of each position and what the supposed duties are and how it impacts the people.
Picking a range of numbers without doing that is just a futile and silly exercise.
I don't know what percentage, but start with the freeze and attrition, and then reassess in 6 months, then a year.
You can't create jobs for some groups and throw others out on the street. It makes no sense.
Maybe it should be easier for departments to get rid of dead wood. Perhaps some procedures need to be changed.
