Drain the swamp, move the government out of that craphole DC Demoncrat enclave. while making it smaller and more efficient.

As to the freeze in new hires -- I suspect it's three-fold (at minimum).
1). Access what is going on, who is working (and not) and what they are working on.
2). A campaign promise
3). Action due to the TeamObama & CampClinton movement of their staffers into Government positions in Agencies.
Drum out the office drones who just push paper and automate their tasks using computer systems that actually interface with each other.
Computer automation and computer interfaces have pretty much replaced paper pushing everywhere already, even for the federal government. Automation requires lots of technology staff to develop and monitor and maintain the networks, servers, applications and interfaces. Hopefully a hiring freeze doesn't mean those aren't properly maintained. If there are issues and there isn't someone on the tech side to fix, then there could be major problems that snowball downstream.
This is interesting. A few weeks ago, my husband was contacted about a federal cybersecurity job. He decided not to pursue the position, because it would have required relocating to another part of the country. They were very hot to get someone with a top-secret security clearance (my husband has one) in place quickly. I suppose that job has now evaporated. Glad we weren't counting on it.

I'm not sure what type of jobs your husband does but I can tell you not by what Fox news says but by personal experience that many GS11 and above travel for the silliest reason, book their trips last minute and stay in not to shabby hotels.
I know some who even do a 'transit' in another country for 24 hours (time to go out and visit etc) and it's all planned.
Not to say that all federal employees do that but in the level I deal with, you want to smack some of them when they tell you how they travel and choose the best of the best.

On this, they'll just hire an IT firm to do the job.
IMO this is funny all these claims about the administration saving money or decreasing staff. When actual hiring decreases in federal government, the amount of contracted workers increase.
We'll see more consultants be hired at $500-$1000 an hour or more for difficult work or leadership and for IT/IS we'll see more information technology firms and consultants be hired to manage systems or perform tasks that an employee would perform for much cheaper.

It depends on who is traveling.
From what I've read it seems the Trump administration is primarily focused on the SES, which is the executive level of federal government. Honestly, I think he wants the freeze in order to see where people need to be appointed so he can refer some of his contacts into those positions. Pay 6 figures for those positions, usually about $150-$350k annually depending on the agency.
On travel, the lower level employees, who travel the most, get dumpy places lol. I know because I used to make their travel arrangements. The management and especially executive level management stay at the posh places and get limo service and act like they are the president or something. I had to make their arrangements too sometimes and was told more than once that certain people would only stay in certain hotels, usually the ones that cost over $300 a night and I had to get them limo service because they didn't want to take a train or drive a rental. But many of the management and executives I booked travel for were really down to earth and were very focused on not being extravagant.
