Uh, if he's allegedly everyone's POTUS, why would 'most' be sufficient for those who are US citizens at birth?
Because he can't pander to every foreign language, that's why. If you're going to do it for one then you need to do it for the others. Citizens at birth would learn English at least in school. Naturalize citizens are required to know English also.
The new White House also has an Oval Office now that is sporting golden draperies and big golden valences plus brushed gold accents around the room. I kid you not. The king as arrived!
I don't have a problem with President Trump decorating the Oval Office to his tastes. All presidents do it. I was probably most fond of the Oval Office decor under George W. Bush, but I most liked the rug used during the Obama administration, which featured quotes around the perimeter from both Roosevelts, MLK Jr., Lincoln, and JFK. At first glance, the rug currently in the Trump Oval Office appears to be Reagan's from his second term. W. used the same rug when he initially took office and eventually replaced it with one featuring a starburst effect radiating from the Presidential Seal designed by First Lady Laura Bush. President Obama was also quite taken with W.'s Oval Office rug, and it's been reported that his predecessor pressured him to replace it, so Bush could have his back. The gold drapes with blue stripe detailing appear to be left over from Clinton's Oval Office decor. (Interesting choice, don't you think?) Carter's Oval Office is an interesting case; he made no changes to the major decor left over from the Ford years, which sounds about right for one of our most frugal-minded modern presidents.

If you were born here, you speak English by the time you're old enough to call the WH.
If you are an immigration, you're supposed to pass a basic English proficiency test to become a citizen. Acceptionz are made for some, such as refugees, which are a tiny number of people and mostly not speaking Spanish.
I'm sorry, ford, but I have to say this: you're concerned about "English only" when, based on your posts here on CD, you're hardly a master of the English language yourself. Perhaps you speak better than you write, but you're not in any position to judge someone else's ability to communicate in the primary language of the US.
