Yes, Congress passes something, President signs it, and then the president says "nah, I'm going to do it my own way".

As pointed out already. the appropriation was subject to a host of conditions and restrictions. Obama respected the Congressional hold for at least a year, maybe longer. As a final jab at Congress, Obama released the money. at Congress. Trump will stop it.

That is besides the point. If Congress discusses it and authorizes the payment, can WH refuse to pay it? Why have Congress at all when WH can make all the decisions?

How is it a "jab" to fulfill something Congress wanted him to do?
