Congress passed a bill which included a payment. President signed it, and now Trump says he won't pay. So, he is refusing to honor the signed bill. What other bills/laws does he feel he does not need to honor?

"elections have consequences"

This isn't one you are going to win. i'd concentrate a little more on the torture issue if I was you.

As pointed out already. the appropriation was subject to a host of conditions and restrictions. Obama respected the Congressional hold for at least a year, maybe longer. As a final jab at Congress, Obama released the money. at Congress. Trump will stop it.

Poo-pooing the rewarding and encouragement of terrorism and murder again? Just shrugging it off?
FACT: The Palestininan Authority rewards murders, whether the murderers were killed in the act of murdering (those terrorists are called "martyrs", hence "the martyrs fund") or survived their heinous crimes.

"Whoever said crime doesn't pay hasn't talked to the family of a Palestinian terrorist. For the Palestine Liberation Organization and the related Palestinian Authority, the killers of Jewish Israelis are considered "martyrs." And as such, their families are paid for the service these murderers have done for the Palestinian cause.

This has come to light this week after a Palestinian, Mohammed Tarayra, stabbed Hallel Yaffa Ariel, a 13-year-old Israeli girl, as she was sleeping in her bed. The stabbing was part of a wave of attacks by Palestinians who have for nearly eight months been shooting, stabbing and running down Jews with the encouragement of social media and popular songs.

No wonder the killer's family is so proud of him. His mother told a local news outlet: "My son is a hero. He made me proud. My son died as a martyr defending Jerusalem and the Al-Aqsa Mosque," according to a translation from Palestinian Media Watch.

Israel's alleged peace partner appears to agree. If the past is precedent, she will receive a steady check to honor her son's murder of a 13-year-old Jewish girl in her sleep."

Obama tried to slip this one through at the last minute. Hopefully Congress will be able to block his last sneaky act.

You should have asked that when Obama was president.

Exactly.

Unlike Obama, what Trump is doing is perfectly proper and legal.

How is it a "jab" to fulfill something Congress wanted him to do?

US Releases $221 Million Fund to Palestine - ASHARQ AL-AWSAT English

Quote:
“220.3 million that was released was for West Bank programs such as water, infrastructure, education, renewable energy, civil society, municipal governance, and the rule of law, as well as Gaza recovery. And a smaller amount was to go directly to Israeli creditors of the Palestinian Authority as well as East Jerusalem hospitals. None of the funding was to go directly to the Palestinian Authority,” explained Toner.
