Regardless of why he did it, I can't believe he kept it a secret as this huge amount should have been disclosed and since it wasn't it sounds and smells really bad!
It is hard to believe that Obama was able to do this on his way out. That was probably why he had that big smile on his face and left Washington for a while to come back once the people have forget about this.
Obama should be ashamed of his nasty, hidden agenda and doing this so quietly doesn't smell right.

It was disclosed and passed by Congress in each of the last two years.

President Obama was doing his job. It would have been up to the Republican Congress to defund this, but they chose not to.

The Obama administration had for some time been pressing for the release of the money for the Palestinian Authority, which comes from the U.S. Agency for International Development and is to be used for humanitarian aid in the West Bank and Gaza, to support political and security reforms as well as help prepare for good governance and the rule of law in a future Palestinian state, according to the notification sent to Congress.
