I honestly don't think it went far enough, but the impacted nations are either failed states (Syria), have large portions without functioning, friendly government (Iraq/Syria), known hotbeds for terrorist organizations (Sudan/Yemen). I think it was probably the most politically palatable way to go at the moment.
