Who in the WH is so sure of themselves they would pass on such info to reporters?
It is the ultimate show of disrespect and disloyalty to POTUS Trump. Bannon and Priebus are not that stupid or competitive.

That's the point. Never in an administration have there been so many leaks to the press about the chaos within the White House. The point being, people on the inside are truly alarmed at how inept this administration is, so much so that they are alerting the outside. That this is happening at all, especially within the first month of an administration, is what is alarming.
Trump is just the front man in this administration. He doesn't care what he signs as long as no one takes away his right to stand in front of cameras and his ability to tweet. Those are the things he cares about, and his handler, Bannon, understands this quite well. Keep the toddler busy with the shiny objects while the grownups take care of business.
Bannon did refer to him as an empty vessel after all...

I think it's all three, as none eliminate any or either of the other two possibilities.
