Rule 19. Without quoting the whole thing it forbids Senators from impugning the reputation of another member in public session.

The roots of it go back to Thomas Jefferson's first term in 1801.

And yes, despite your alleged Berkely education you do need a History and Constitution lesson. Or rather, more than one.

Congress has long had policies in place regarding how any member of Congress addresses or speaks about any other member of Congress.

It's no different than an employer firing an employee over violating the company's social media policy.
