I find it interesting that obama used that law to write EOs 19 times.
clinton did it 12 times.
Bush did it 6 times.
NONE of those times had a TRO against them.

Obama gave Trump two templates to use, the one for the ban on Iraqi immigrants, and the one for the ban on South Sudanese immigrants.

All Trump had to do was copy this Executive Order and add 6 countries.

In the bolded section, note the conditional clause "unrestricted . . . entry . . . of aliens determined to meet one or more criteria in section 1(a) of this order." What is section 1(a)? It is the section that determines which Sudanese leaders are subject to sanctions for their crimes against peace & humanity.
The short version is: we are sanctioning elements of the regime who are contributing to crimes against humanity, and we are not going to let those hostis humani generis--enemies of all humanity--enter the country.

The Judges' intent is to do their jobs--evaluate the cases before them and make decisions based on the law. There are rules applicable to judges that govern whether they should recuse themselves from cases before them. There are rules governing their interactions with parties. And there is a system of courts that can reverse the rulings of individual judges if they commit errors of law. That you accuse at least 6 judges of a conspiracy against The Donald, TM, is a sign that you are wading in the realm of tin-foil hat conspiracy.
