California pays a very large amount in taxes. In fact in 2014 it looks like they paid the most of any state, and the highest rate per person in federal taxes. If thats due to illegals we sure need more of them!

The reality is this is boring, normal, and not at all unreasonable. Know what is unreasonable? Trying to make it so that California gets no help, while other states do for similar issues. In fact, the term I might use is "taxation without representation". Now...where have I heard that term before.....hmmmm....

Haha the US does need California more than vice versa.

This is governor is essentially saying: give us back a piece of the tax money that we overpay you.
