With the left flooding town hall meetings with demonstrators and most of the media doing their best to alter the perception of public opinion, Trump must worry about supportvin Congress from members who feel uneasy about their position. Trump needs to show the huge number of supporters showing up at these type of events to build faith in congress. He's in a PR war that may decide close votes in the house or senate. He must answer the attacks or lose key battles when congress votes on legislation he supports.

Perhaps he would do better to garner support in congress by actually taking the role of the prez seriously, stop whining about the media constantly, and take responsibility for his own actions. Holding a re-election rally in the first month as president isn't really going to do anything to build faith in congress.
The purpose is to show waivering GOP members of congress that he still has a supportive base.
They know he has a supportive base. It is the rest of the country that they are worried about, since a lot of them either 1. didn't vote in the last election, or 2. voted for someone other than trump. If they are in line to face an election in 2018, they would be "waivering" big time.
Sean Spicer said "it's being run by the campaign." Is he serious? Does this mean he thinks Hillary might still win?
No. Trump has filed for his re-election campaign in 2020 already. So that means that campaign staff are not being paid out of his presidential budget and the taxpayers are not on the hook for ALL the expenses associated with an event like this.
