Also, he doesn't rule the Netherlands. He's just head of one of their many political parties.

The Netherlands has a very different electoral system than us. Winning a popular vote means a plurality. In their system a bunch of people run, people vote, then afterwards the candidates form coalitions that make up a majority.
I.e.
A--35%
B--30%
C--10%
D--10%
E--5%
F--5%
G--5%
Then A, C, G and F form a coalition and those are your leaders.
He was brought on for his contribution to that, not because he rules the Netherlands.
Virtually every other Dutch party has ruled out ever serving in a coalition with Wilders. This all but guarantees he will never be prime minister. His Party For Freedom would have to win an absolute majority in the Dutch parliament, and with their multitude of parties, that is unlikely in the extreme. However, a strong showing by his party will have an effect, as what ever government gets formed might have to depend on the Party For Freedom for votes in the States General to pass legislation. This has already happened, as other parties are beginning to talk a bit tougher on immigration and assimilation. Wilders and his party are pulling other parties in a more populist, anti-Muslim immigration direction.
Frexit is more likely, but the union will fall apart in time.
