I wish more states would just say **** it and do it themselves. And don't do it via referendum. People are easily corruptible to vote against their own interests. And don't drag your feet CA! That's what Vermont did and look where it got them

It should be funded with federal money if need be. Replace Medicaid funds with it
One big issue is that the state relies on about $22 billion in federal funding annually to cover private insurance subsidies linked to plans purchased through the state’s health insurance exchange. It also pays for a provision of the law that greatly expanded Medicaid — a health care program for the poor (called Medi-Cal in this state) that is paid for by states and the federal government — to include adults without dependent children. What would happen to those funds is unclear.
California can't even afford to pay for subsidized health insurance, they sure as heck can't afford to pay for all of the state's healthcare.
I bet this will happen right after California secedes. LoL
While Trump and Ryan drag their feet, California Legislators to deliberate statewide Universal Heath Care
And here's the reason (from another thread):

And once enough insurance companies were forced to drop out, the left planned to put "single payer" (i.e. totally government-controlled health care) in its place once it failed. Obamacare was merely a step toward a complete govt takeover of our health care system.
But it was MANDATORY to have Democrats in position to shepherd the collapsing Obamacare and have a pure-govt health-system solution ready, to ease the country into a completely socialist system. Then they could spend the next 30-50 years saying, "Well, the health care system is run by these principles, maybe the banks should be too. And maybe private industries should be regulated this way too. And.... etc. etc."
Trump's election was not only a stunning shock to these people. It was also the major derailing of their plans for the next decade... and beyond.
I don't think any of us have a problem protecting those who are ill through no fault of their own; but our system is choking from too much dead weight; people who never planned ahead, lived unhealthy lifestyles, immigrated illegally, or overload our emergency rooms -- rather than playing by the same rules as the responsible majority.
We have always found a way to deal with the most innocent, immediate and desperate cases, and always will; but people who lived responsibly don't deserve to be forced into a long waiting line behind people who did not.
