Because that is basically against Federal law...
Because most convicts have no clue how to use heavy equipment, power tools appropriately, pour concrete footings, run electricity or any other facet of heavy duty construction...
Plus you have the expense of guards to oversee them, places to house them, facilities to feed them--
All located in areas fairly isolated from conventional access to those items...
Just because you use "convict labor" doesn't mean you can escape those expenses...

But it would like of replicate building the pyramids with Hebrew slave labor...
So it might strike a cord with the evangelical, alt-right supporters...

You better get used to the idea of paying for the wall, perhaps more than once.

In order to start work, Congress will need to appropriate the funds (i.e. taxpayer money).

And if Trump tries to use his tarrif plan to "pass on the costs to Mexico", those costs will likely be paid by us through higher prices on these goods.

This is the expectation you should start with.

The money has to be appropriated BEFORE ANY project starts...

Nah, not bloody likely, remember the guy who's behind this hare-brained scheme. Based on his failed fraudulent & litigious business model, it's much more likely to go something like this:

"During a dispute over property lines, workers ripped out a fence near the home of David and Moira Milne, who live in a converted coast-guard station on a hill above the golf course. The Trump workers installed their own fence — and then sent the Milnes a bill for it."

Donald Trump built a tiny wall in Scotland and tried to make 2 Scots pay for it. They didn't.

It is needed no matter if the US Tax Payor pays for it or not. 900 Billion dollars are spent on Illegle Immagrations per year. We have all seen the numbers on this forum (CD)

The world soe not want to see enforcement of US Law becuase they have a stake in the US Market.
