From Dr. Tom Price, Secretary of Health & Human Services. Look at the size of the new plan in comparison to Obamacare. Very good explanation for anyone that truly wants to understand it.

Spicer must have said "it's lighter" a dozen times. I fully expect this to come up on SNL.
The GOP plan is shorter because it keeps most of the larger ACA and only lists the changes.
Example:
(a) IN GENERAL.—Subsection (b) of section 4002 of
the Patient Protection and Affordable Care Act (42
U.S.C. 300u–11), as amended by section 5009 of the 21st
Century Cures Act, is amended—
(1) in paragraph (2), by adding ‘‘and’’ at the end;
(2) in paragraph (3)—
(A) by striking ‘‘each of fiscal years 2018
and 2019’’ and inserting ‘‘fiscal year 2018’’;
and
(B) by striking the semicolon at the end
and inserting a period; and
(3) by striking paragraphs (4) through (8).
So...if a lottery winner wins $48 Million Dollars, he/she should be able to afford groceries now.. ...so SNAP should be eliminated. Same with Section 8 Housing and subsidized daycare.
They take care of themselves....the Rich look out for each other:
The Republican Health Care Plan Includes A Tax Break For Insurance CEOs. "The Republican plan to replace Obamacare includes a tax break for insurance company executives making over $500,000 per year. Companies can generally deduct employee salaries as a business expense but in 2013 the Affordable Care Act capped the deductions on health insurance executive salaries at $500,000. The average compensation for top health insurance executives is in the millions. In 2014 the left-leaning Institute for Policy Studies found that this cap generated $72 million in additional tax revenue. But that cap is being eliminated in the new American Healthcare Act unveiled Monday by Republicans. That means the more health insurance companies pay their executives the less they will pay in taxes." [BuzzFeed, 3/6/17]
