States like TX and LA were so blessed with natural resources...that to me it makes things so much worse that they are not at the top of the heap. In other words, never has so little been done with so much. Texas could afford to be at the top of the heap if they didn't spend all their energy trying to make things worse for most people who live there (they are terrible, for example, in percentage of people covered by health care).
But, hey, some Oil guys get to pay less in taxes and that is what they think Freedom is.

Yes, it depends on what suits you. I live in MA but they're mostly counting the Boston area which I don't care about. But New Hampshire came in second--it's a pretty good state but lots of guns. Of course they have more forests for hunting so it makes some sense.
Connecticut came in 12th--that is one state that really suits me. Strict on guns, nice people, no snooty Boston types (not all Bostonians are like that, of course), nice beaches, different environments like rural towns, fairly large cities, good schools. I think CT will develop a state health insurance plan too if the Repubs leave people hanging.
