The Obamas spent 96 million dollars on personal travel in the 8 years he was in office. That's just about 12 million a year.
Trump already spent more than 10 million in a month going to Mar-a-Lago and that doesn't factor in the costs for Melania which are more in one day than that 400,000 salary Trump turned down.
Who cares about 400k?

Trump's excursions to Florida have already cost taxpayers about $10m. That doesn't include this weekend, the larger Trump entourage's security detail as they travel the globe for business, or the massive amount spent on security at Trump Tower in NYC.
Even excluding those other significant costs, he's racked up 12.5% of the taxpayer cost of the Obamas in 1% of the time.
Refusing to take the salary is a PR move and nothing more, and you fell for it. When he's traveling to Florida at $10m a month, a $400k salary over the course of a year isn't worth mentioning.
