When examining your household budget and seeing you need to cut back, do you immediately start cutting the critical things like a roof over your head (of some kind at all that is - you 'could' move to a cheaper area or to a cheaper form of housing, or sell and rent if you are over your head with a mortgage, etc.) or do you begin by looking first at the variable expenses (perhaps a few less toys for the kids this month, or changing the grocery store where you buy so you save a bit on gas or don't buy the same name brands)?
There always ways to cut back or move things around so that you don't leave your family with not a stitch of clothing to wear or no food at all on the table. It is hyperbole to claim what the OP claims - that FEMA and the CG cannot maintain their services very well and perhaps even do a better job if they are forced to stop the budget padding exercises and deal with a bit of reality. I have worked with and for government in the past and what someone earlier in the thread said - padding the budget in various ways is almost a de rigueur activity these days .. and it needs to be at least cut back to a dull roar.
I would not anticipate that the CG people who are engaged in the security and/or lifesaving aspects of the department mission will be handicapped or on the UI lines (and they may actually find themselves better equipped overall to do their jobs ironically) if the department budget is made much more efficient. Perhaps they will send someone directly to the hardware store with $5 in their pocket from petty cash rather than order a hammer from a supplier who will essentially gouge them for $50 for a hammer that is exactly the same as they can purchase for a tenth of that price.

agreed- if you actually read the cuts to the CG and FEMA its for stuff we need way more than this stupid wall....stuff like port protection & disaster response- you know the stuff that actual protects us from and helps us deal with terrorism instead of people looking to cut our lawns cheaply to feed their families.
