I know exactly what a regressive tax is... the poor spend proportionally more on necessities than the wealthy, therefore a sales tax has more impact on them. That is your argument. But they also receive the lions share of social handouts. Any regressive effect is offset by this.
If we implemented the Fair Tax they would also receive a check each month covering the tax costs on necessities such as food and clothing.
Our current system is completely insane and should be thrown onto the ash heap of history.
They receive 0% of the benefit of capital gains tax being much lower than the rate of general income tax and they can't take advantage of many of the other loopholes benefiting other high income earners. There are plenty of people who have an AGI below $50K (who according to these states pay barely any of the taxes) who still pay their share of the taxes without getting to take advantage of much. There is a big gulf between qualifying between "handouts" and having an AGI of $49K.
A family making $49K, which is the median household income in many areas, still pays more of their income in property taxes, sales taxes, etc than the person who has an AGI of $490K, and that's even more the case in a household that has an AGI of $39K. That might be a single mom who is a teacher or a social worker, for example, not someone who is reaching for handouts.
In order words, to be fair, you strongly believe that rich people are severely hurting and need tax cuts, while the poor and middle class should get their taxes raised.

A national sales tax isn't regressive. Make it a fixed percentage on new retail purchases and it consumes the same percentage of everyone's income, no matter what their income is.
