One wonders if these are the same terms.

101(e) will be hotly debated: whether to give care to foreigners, even though they, or their countries, would have to reimburse!

Someone brought up a possible constitutional challenge to the provision of private companies having to convert to non-profit. Will that be the case, even though they would be reimbursed for the conversion!

A public option would be different than a Medicare expansion.

A public option would take anyone under 65, probably folding Medicaid into the program.
