(Assuming that she was buying soda to resell. If she bought it for herself, well, we can question her judgement, but them's the rules. And sugar producers like those rules.)
You'd have something if she were using the proceeds to buy kerosene and fertilizer.
I do wonder where that store was. If it's in the ghetto, then it's like the persons buying those items might be getting charged some bad prices. Truth is, this could happen with anyone.

The buying of other people’s EBT food stamp cards is a crime, regardless of what use is made of those cards.
Snopes updated this in October....yet the following was easily found and happened in August:

The bigger issue, people in the neighborhood believe, is that the cash-for-cards business is part of a larger drug problem surrounding the store. Some accuse the store owners of being a front for illegal enterprises. Others say that they attract drug users and drug dealers to their corner.
Alshami himself had 10 prior arrests when he was taken into custody Aug. 19, many of them for drugs. Neighbors and Lovejoy District Councilmember Rich Fontana say the 39-year-old could be seen cruising the neighborhood on a moped at all hours making some kind of deliveries.
Alshami, 37, was charged in late August after investigators said he was buying EBT (food stamp) cards from people for one-half their value and then using the EBT cards illegally to buy supplies to sell in his corner deli. It is alleged that the activity went on between October 2014 to March 2016.
He was also charged with burglary for entering a rental property on Davey Street in March 2016 and taking kitchen cabinets, hot water tank and baseboard heating units.
Alshami is being held on $2,000,000 bail with another court appearance scheduled for October 20th.
However, his wife and co-owner, Nadia Alhaj, said she is now left with no way to support her 4 kids, 2 brothers and mother.
"They took everything away from me," sobbed Nadia Alhaj.
