He was POTUS at the time and made a diplomatic statement offering reassurance that he could me more flexible after the election.
This was an accurate statement and promised nothing. No tit for tat. Zip. It was a vague statement likely intended to continue the dialogue between the two nations.
What actually happened is U.S. sanctions against Russia two years later and additional sanctions two years after that.
There was no secret messages hidden in Podesta's emails about satanic rituals or pedophile rings run out of pizza parlors. Republicans just pulled this out of their ... thin air.
