I think you hit the nail on the head! Even though it may not have literally been a wiretap inside Trump Tower the politically motivated surveillance of the Trump team was close enough. Basically Trump got this one right.
I assume the Tweet was based upon Trump's being aware of information being divulged of which only an insider or someone privy to leaked information would be aware.

No it is not "close enough." It is not anywhere near close. If Trump became aware of some information that indicated he was monitored, now would be the time to spit it out.
The evidence points to Trump surrounding himself with Russian agents. These guys started turning up in counterespionage and criminal (Russian money laundering, likely) investigations around the world and they alerted the FBI and NSA.
There was also server with some highly unusual traffic that the FBI/NSA got a FISA warrant to monitor. The evidence points to someone on team Trump, Carter Page most likely, sending data back and forth, such as hacked data bases used in targeted social media campaigns.
Have to wait for the investigations and hearings, of course. But it looks like Trump surrounded himself with those working with the Kremlin to steal the election -- Stone, Manafort, Page, Flynn, Epshteyn, ...
Now you can believe whatever you want, and I'm sure you will.
But it's pretty clear at this point that the people being monitored were Russian spies.

There is NO politician past or present who has EVER lied with the frequency of Donald Trump.
To the point that world leaders and diplomats have now decided to ignore his words.
