Now the order did not go into effect until December 2016. But it's obviously not the case that Obama came up with the idea to permit data sharing among agencies prior to Russian involvement in the 2016 campaign.

I'm not sure why this matters anyway. If Trump did nothing wrong, then he has nothing to worry about. What do you think he doesn't want people to find out?
