London underwent many terrorist incidents throughout the long Irish rebellion decades before their current problems.
For all the Europeans, there are no natural barriers to protect them from great upheavals on the continent. The huge diaspora of refugees from the wars in the Middle East are only the latest in many waves that started after WWI, 100 years ago, and have never stopped since.
The distances between nations are very short in Europe. During the world wars, a British soldier could be injured in France one day, and be back home in hospital before the day was out. It only takes a day or less to cross most of the national boundaries.
That's nothing like it is in Asia or here in N. America.
And it's not to say that there's much difference between multi-culturism and common culture. The Asians have gone to war with the drop of a hat with each other since time immemorial.
In fact, multi-culturalism is seldom a cause for war. War, most often, comes from the need or desire to control territory for economic reasons far the most often.
The clash of cultures is most often an outcome that follows that reason, as there is always one culture that outnumbers another in every country in the world. Blaming the other guy for winning or losing after a war is a part of human nature, but it's an excuse for either side, just so old grievances can continue.
There's nothing like a good grudge to unify a group, especially when the other group is the easiest target. Fixing internal failures within a culture is always a lot harder thing to accomplish.
The Mayor of London simply acknowledged that fact with the statement. London has been attacked regularly from the time it became a Roman outpost, and has been beaten up more and longer than any other national capital in the continent. The statement was only partially true when applied to the rest of the world's cities, though, but could be taken as a predictor of things that may come.
Or not. It all depends on how any nation chooses to respond to internal threats. They don't all have the Carry On Regardless tradition of the English.
