I find this practice distasteful, however, the Democrats created the rules of this game & this is the way they want to play the game.
Adam Schiff's accusations of Trump/Russia collusion for example are based on the DNC paying a similar former intelligence officer, although in the case of the DNC, they paid foreign, British intelligence agents, who in turn paid Russian intermediaries, who in turn paid shadowy Russian gangsters for information on Trump that was never fact checked, but used as evidence of collusion.
Similarly, the DNC paid Crowdstrike, funded by CIA front Google, owned by former Obama admin CIA officer & a Russian hacker, to blame the Russians for the alleged hacking.
