For math's sake... it wouldn't have made everyone a millionaire. 700 billion divided by 300 million (or whatever it was then) would be around $2333. Not pennies, but incredibly far from making everyone millionaires.

America has always been about refusing to accept existing authority.
We were settled by people who refused to accept existing authority, who set sail for a dream on rickety ships.
The U.S. was formed throwing off the British claim to be the "existing authority."
Civil War started over who was the "existing authority."
Resisting authority is in our DNA.
