Hey OP, if you were smart and didn't put your foot in your mouth like usual, you'd see Texas is in the top 3 for highest property tax burden. There's your sign....
I don't think high property taxes are political in nature (D vs R) but rather cultural. Some communities/states thinkthey need to regulate everything under the sun, and have the staff to enforce it. For example I have a sister in OH who wanted to replace the railing on the steps to her front door. It took 4 inspections by the city to get the final product approved. The same happened when she wanted to put up a privacy fence. The work had to stop after each step and wait for an inspection. For example the first one was digging the post holes. Someone had to come out and make sure they were the proper depth before posts could go in them. Next someone had to come and make sure the cement was the right consistency. This adds cost to the homeowner and adds a lot to property taxes to have the kind of staffing that takes.
I compare that to here in VT. My son is building a new house. He had to get a septic permit from the State and a building permit from the Town, and that's it. No more inspections or any further involvement from the Town or State. Culturally we trust people to act in their best interest when they are spending their money on their property. Where my sister lives they don't. Cultural differences.
Welcome to NJ tax rates. A 3BR 1.5 BA house runs typically 6K to 8K here. Then again, our district has run the schools a bit BELOW the inflation rate. Pretty good considering health insurance is pretty much the only significant yearly increase.

Texas has the 4th lowest taxes in the country.
Illinois is 38th.
Blue states dominate the bottom of the list and red the top. Now maybe higher taxes are good for more programs etc...maybe lower taxes are good...or maybe a happy medium.
However, Illinois has high overall taxes...Texas not so much.
Thus it's liberal mismanagement of funding that's the real cause.
Not the liberal eternal whine of tax cuts for the rich.
