It don't work like that. There are checks and balances when our 4th amendment is at stake. She and Obama abused their power violating individuals 4th amendment rights and used that to destroy them politically, all to help Hillary and to further destroy the Trump administration after the election and even after Trump inauguration, until the day of Trumps historic Tweet.

Susan Rice did not do anything illegal in unmasking the identities of people in intelligence reports she was reviewing. She did it by the book. She made her requests of the pertinent agencies, and the requests were logged as per protocol. If she leaked that information, or any national security information she was privy to, then that was illegal. But unmasking the names was not.
The Washington Post's Bob Woodward warned that there are people from the Obama administration who could be facing criminal charges for unmasking the names of Trump transition team members from surveillance of foreign officials.

As it stands now, with the information available, Susan Rice did nothing illegal. I'm sorry if that doesn't fit the little narrative you and others are trying to construct.
