It's up to the President to decide whether or not to ask Congress's permission for something like a limited air strike. Keep in mind in so doing, you lose the advantage of surprise, since getting Congress's approval could not only take days but weeks.

He gave them Russia warning, a few hours not months warning as Trump was indicating as the problem. This was done obviously to avoid any loss of life to Russian advisers that would have caused further difficulty in Russian relations. A wise move.

Overwhelming misstatement and exaggeration.

Congress said very clearly he overstepped his authority regarding Libya, so he consulted them regarding Syria, and they declined.

His purpose was to destroy the airfield, not to kill the Russians that were there.

I guess you think he should have killed them and started WW III.
