I skimmed through the article. Correct me if I'm wrong, but I saw no mention of trump in the article.

That quote doesn't sound like anything coming out of the mouth (or twitter feed) of trump.
I read the article, or at least skimmed it. I found the claim that Fernando Wood, the Mayor of New York City in 1861, attempted to create a "slave city within a free state" humorously innaccurate.
I also wonder whether the article of the Op-Ed piece, one Fay Voshell, seriously strained any muscles when she vastly overreached for a parallel between the sanctuary cities of today and New York City of 1860.
